The county wants to sell the Dunkirk facility because it's expected to lose about $4 million this year.

The marketing firm hired by the county said the facility should sell for $21 million, but the only bid the firm presented was a $16.5 million bid from Altitude Health Services.

County legislator Bob Whitney questions the relationship between the firm and Altitude's William Rothner, whom Whitney claims have worked together in the past.

Whitney also said other facilities run by Rothner have reported patient neglect and other issues.

Seventeen of 25 legislators must approve the sale Wednesday for it to go through. If the measure does not pass, a second vote will be held on intent to sell the home to a different, more suitable buyer if one can be found.
